1. Pilot project
(1) Pilot project on “uptake of ship energy efficient technologies and operations”
Currently the technologies and operations to promote the uptake of ship energy efficiency are numerous, involving management, new energy and ship construction, and etc. But none of them is overwhelmingly advantageous and unconditionally applicable to all types of ships. According to the research, optimum trim is considered to be the most appropriate option for this pilot project, especially for the demonstration within the Asian LDCs.
The reasons are as follows:
- Solid achievements. The uptake of ship energy efficiency using optimum trim has started since the 1990s, which has been proved to be an effective approach in some shipping companies with trustworthy practices. For example, the optimum trim operation has been used on over 100 container ships operated by COSCO-Shipping.
- Considerable energy saving. Based on the practices and other researches, it has concluded that a container ship with 7500 TEUs can save energy by 1.0-2.5% using the optimum trim operation.
- Easy operation and economy. The operation of optimum trim does not involve the retrofit of ship hull and devices on the ship, or the renewal of port facilities, or the use of new energy, which positively affects the dissemination.
However, there is still a risk for the optimum trim to achieve the maximized effect while keeping the stability and strength due to the fact that this operation is influenced by such factors as the ship types, speed, draft and the sailing area. So it is very necessary for seafarers, ship operators and administrators to get appropriate training.
Therefore, it is believed that ship trim optimization is the one of the appropriate approaches that fit into Asian region as a pilot and demonstration project.
The final report on trim optimization operation for uptake of ship energy efficiency will be officially published with the corresponding videos, together with Guidelines on Trim Optimization Operation for Uptake of Ship Energy Efficiency for Vessel. Guidelines will be distributed to ships in the Asia and onboard seafarer trainings will be conducted.
(2) Pilot project on “fuel consumption data collection and reporting” in line with IMO regulations
The MTCC-Asia will invite industry-wide experts and LDCs representatives to participate in the seminars on fuel consumption data collection and reporting which are held annually, focusing on how to effectively collect fuel consumption data and report. The 1st session of seminars are designed for the training of the relevant personnel in data collection and reporting, and formulation of the corresponding guidance.
The MTCC-Asia will utilize the said system distant real ship real-time fuel consumption collection and reporting system according to the template required by IMO regulations in preparation for the follow-ups. The MTCC-Asia will use the said system on ship and the final report will be produced on the basis of the previously collected data and analysis, together with corresponding video and the Guidelines on Ship Fuel Data Collection and Reporting.
The MTCC-Asia will explore every means to convince the potential receivers and stakeholders of joining the voluntary data collection and reporting E-system, through the influence of the maritime administrations in the Asian region.
2. Workshop and training
As shown by the research concerning the status quo of the Asian LDCs’ compliance with MARPOL Annex VI, the MTCC-Asia intends to host national workshops in Cambodia, Bangladesh and Myanmar from 2017 to 2019 to achieve the maximized cost-effectiveness, participation and popularization.
Two regional workshops within the maritime administrations, shipping companies, international shipping organization and maritime universities in Asia will be held in China in 2017 and 2019, respectively.
The program of Train-the-Trainer will be conducted in parallel with national and regional workshops.
3. Network building
A technical network related to the reduction of GHG emission by ships and the uptake of ship energy efficiency will be built and operated via the maintenance of the focal point for each relevant country in Asia. In particular, three branch offices will be established and operated in Cambodia, Myanmar and Bangladesh respectively as the coordinating institution to enhance the exchange and communication within the sub-region.
4. Other activity
With the objective of regional capacity building, International Conferences on Ship Energy Efficiency in China will be held with experts and scholars worldwide to exchange the latest research achievements.
The online exchange platform, namely MTCC-Asia Online Clean Shipping Air Forum, will be set up to facilitate the technology exchange and dissemination. Distance lecturing and training resources, specific activities and knowledge sharing groups will be set up to ensure time-unlimited and place-unlimited online learning and communication.
In collaboration with the Shanghai Maritime University (SMU), a tailor-made international postgraduate program on Ship Energy Efficiency Management will be established by the MTCC-Asia, which is designed to mainly enroll the candidates for the shipping stakeholders within the Asian regions.
